The retailer sims can be bought for SUN, GLOBE and SMART at shops that service retailers and this can include family loads. The challenge will be to find a cell shop that sells retail loads. In Cebu the shop I found is the Junrex located in the Cyberzone in SM Cebu and also in Ayala Cebu but I have not used Ayala. In SM Cebu the retail sales is in the left corner of the store and has a door leading to a small room with two people selling retailer sims, loads and cards at 7-15 percent discount. Their phone is 233 3331 and 412 0606 and they do have a yahoo messenger account that you can chat with them online just stop by to get details.
